This is Playmobil 71261 Dino Rise T-Rex! This set introduces a battle ready T-Rex Dinosaur, loaded with a ballista, chains and a large wooden saddle full of rocks to throw at opponents.
The T-Rex being the coolest dinosaur out there, comes with the “chosen one,” the playmobil character Ian from the playmobil Youtube animated series.
