This is the famous Kaboom from Playmobil 70228 Burnham Raiders Fire Master set. This is the main character (from Burnham Raiders side) from the Playmobil Novelmore series on YouTube.

Kaboom has mastered powder and so he is the Fire Master from Novelmore. Aligned with the Burnham Raiders, he often is seen blowing things up and setting off fireworks.
